Direct answer
Do not rank glamping-unit proposals by the number at the bottom of the page. Keep each original quote intact, then build a separate normalization sheet with the exact model, quantity, dated scope, included work, exclusions, assumptions, allowances, options, freight, site work, commissioning, schedule, payment terms and warranty path. Add a correction beside each unknown rather than guessing a value.
The totals may still differ. The owner can now see whether the difference comes from the product, the work included or an open project interface.
01 · Working copy
Keep the supplier's quote and build a working copy.
Save the proposal exactly as received. Record the supplier, proposal number, issue date, revision, currency, quoted model, quantity and named contact. When a revised quote arrives, retain the earlier version and note what changed.
The normalization sheet is a project-control record. It does not rewrite the supplier's offer. Each entry should point back to a proposal page, drawing, email or marked project assumption. Use four labels: quoted, included, excluded and open.
An empty cell is not a zero. A blank freight line could mean that freight is included, omitted or waiting on a destination. Mark it open until the supplier confirms the right reading.

They do not make two proposals commercially equivalent.
02 · Comparison basis
Freeze the room and property facts first.
Give every candidate the same short brief. Fix the guest count, room use, bathroom arrangement, operating season, property location, access constraints, utility conditions and desired delivery point. State whether the comparison covers one prototype, a phase-one order or a later program.
Next, check the commercial basis. Are all proposals pricing the same quantity? Do they use the same currency, tax treatment and validity period? Does one offer assume a standard model while another includes project-specific changes?
The Federal Acquisition Regulation does not govern a private UNIKOST purchase. Its proposal-analysis section still gives a useful comparison principle: prices need adjustment when terms, quantities, market conditions or the items themselves differ materially. This worksheet uses that principle without presenting a government cost analysis or a finding that any price is fair.
Complete the one-brief structure comparison first. A precise spreadsheet cannot repair a project brief that changes at every booth.
03 · Unit & scope
Put the exact unit and every handoff on the sheet.
Record manufacturer, model, revision, dimensions, sleeping plan and the drawing or specification set referenced by the quote. Separate standard equipment from selected options. A complete cabin with bath, HVAC and furniture is a different commercial object from a weather-tight shell. The same distinction applies to a dome kit and a finished guest room.
If the offer says "turnkey," keep that language in the original proposal and replace it in the comparison sheet with the actual handoff: factory complete, delivered, set, connected, commissioned or ready for guest release.
Split the work into packages. List unit manufacture, drawings, packaging, freight, unloading, set, foundations, decks, utilities, interior completion, startup and acceptance records when they apply. Assign the quoted party and the site party to each package. "By others" still needs a named project owner.

04 · Options & delivery
Keep allowances, options and logistics visible.
An allowance is not a fixed price. Record the amount, intended use, quantity behind it and the rule for reconciling actual cost. Use the same treatment for provisional freight, estimated taxes and destination-dependent charges.
Keep owner-selected options outside the base comparison until the same choice is priced across viable candidates. Show the normalized base and the selected-option total. If an upgrade changes weight, dimensions, lead time, utility demand or required documents, keep that consequence beside the price.
Write the schedule as milestones: deposit, approved drawings, design freeze, production release, factory completion, shipment, site readiness, set, connection, punch work and acceptance. Note who controls each milestone and what starts the clock. "Twelve weeks" is incomplete until the triggering event is named.
Capture freight origin, destination, shipping configuration, load count, assumed route, unloading method and included site time. Use the delivery planning guide to tie the last mile, staging and set responsibilities to the real property.
05 · Commercial terms
Compare risk beside the price.
Record deposit, progress payments, final balance, cancellation, change orders, quote validity, risk transfer, storage charges and acceptance point. Ask what happens if the site is not ready, the shipment is delayed or delivered work does not match the agreed documents.
Place warranty information beside the party responsible for diagnosis and repair. A warranty period does not show who travels, who removes finished work, where parts come from or how the room returns to service. Record notice rules, exclusions, labor treatment and required maintenance files.
One universal score can hide the project's real constraint. A remote property may place field service above a minor price difference. Another project may have a narrow set window. State that constraint, then show which proposal term responds to it.
06 · Close the gaps
Send one dated clarification request.
After the floor meetings, send each viable supplier a short list tied to its own proposal. Ask for factual corrections, missing scope, current options and the documents required for technical review. Do not send a competitor's confidential proposal or ask one supplier to interpret another supplier's work.
Give every request an owner and due date. Attach each answer to the proposal record. When an answer changes price or scope, request a revised numbered proposal instead of relying on an unlabeled spreadsheet adjustment.
Keep three figures visible at decision time: the original quoted total, the normalized comparison total using disclosed adjustments and the wider project allowance for work outside the unit contract. None is an installed-cost guarantee. Their difference shows where coordination remains.

Quote comparison questions
What is quote normalization?
Quote normalization is a separate project worksheet that places different proposals on the same model, quantity, scope, assumption, option, delivery and commercial basis while preserving each original quote.
Should the lowest normalized quote win?
No. The worksheet makes scope and terms visible. Technical fit, site compatibility, documented capability, schedule, service and contract review remain separate decisions.
Can an owner add estimates for excluded work?
Yes, as a dated internal planning allowance with a named source. Keep it outside the supplier proposal total and replace it when a responsible trade provides better information.
How should a show discount be recorded?
Record its condition, expiration date, eligible model, quantity and effect on other terms. Keep the undiscounted basis visible and do not use a discount to hide missing scope.
What if a supplier will not price an open item?
Leave the item open, identify who can define it and decide whether the uncertainty is acceptable at the current stage. Do not enter zero or assign the work to a party that has not accepted it.
